We have introduced 2 wrestlers for the same weight class??

What is the PRIMARY goal.....keep the opponent guessing, honor the wrestler who is close to starting for all their hard work in the room or motivate the starter?? One could say all the above BUT what is the primary reason for doing so. TIA
